Why Their Expectations Fail

The empire expects conquest to work by capturing command centers, rewriting what populations believe, and taking control of the living systems their societies depend on. But the Sa’auei’a have no single capital, no continental mother-tree network, and no shared public mind the empire can seize through a single root. The empire’s expected points of control are absent.

The Sa’auei’a expect to negotiate conflicts through remembered relationships. They face an imperial system built to impose control without needing negotiation.
